The project on a public-private partnership (PPP) mode would use 50 per cent land of the slums to raise multi-storey buildings for the slum dwellers. Of the rest, "one-fourth land would be used as commercial component," said Ruchi Jain of Gian P Mathur and Associates, the DDA-appointed consultants preparing detailed technical and economical viability reports for five colonies. "This area is meant for small shops and other community-oriented activities. "Another one-fourth of the land would be a remunerative component for the builder -- the promoter would be allowed to raise high-category multi-storey complexes on this." A novel project proposed by DDA, the "in-situ" rehabilitation scheme moves away from the agency's previous model of shifting slum dwellers to the city's fringes as part of rehabilitation package till date. A senior DDA official said the agency has received plans for the first four colonies to be redeveloped as part of the project. The consultants have also prepared preliminary building plans, as also plans for each dwelling unit. DDA officials said estimated an budget has been prepared for each one. "Chances are the project will finally apply for some sort of subsidy under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM)," an official said. "And in order to do so, it needs to live up to certain stipulations -- most notably in the size and structure of proposed dwelling units." "Therefore, plans prepared for the dwelling units (should) fulfil requirements under JNNURM." KATHPUTLI COLONY One of the largest and most dense clusters, Kathputli Colony (near Shadipur depot in North Delhi) is expected to see rehab work start by this year-end. Mitu Mathur, an architect with consultants Gian P Mathur and Associates, said a detailed report has been submitted to DDA. Under the plans, "high-category" residential units would be built next to slum-dwelling units, with different approach roads. As per the report, 2,800 dwelling units are proposed to be built here, with over half the 5.2 hectare set aside for building 10 towers with 10 floors each. Mathur said, "About 2.1 acre will be set aside as the commercial component, and another 2.4 acre as remunerative component, to be developed later." The consultant's report anticipates that the slum-dwellers would need to be relocated to a transit camp during construction work. Land has been identified for this purpose at Swatantra Bharat Mills, some 2 km from the colony.
KESHOPUR The proposed plans do not mention remunerative component due to the small size of this site. In its report to DDA, consultants Gian Mathur and Associates have suggested that each dwelling unit should be priced at Rs 1 lakh, and Rs 2 lakh per unit be applied for under JNNURM to generate revenue. Total investment here is estimated at Rs 38.64 crore.
BLOCK E & F, SECTOR 18, ROHINI The plan for this colony, submitted to DDA by consultants Kapoor & Kapoor Associates, involves building 29 nine- and ten-storey towers with a total of 1,254 housing units. "The remunerative component has been divided into two making space for 126 High Income Group (HIG) houses and 170 Low Income Group (LIG) houses," an official said. The report says there is no need to relocate residents during construction. "There is a vacant DDA land next to the slum cluster, and the towers would be constructed on this land," the official said. Estimated investment for this site is Rs 118 crore, with estimated revenue generation pegged at Rs 130 crore. The net profit, thereby, comes to Rs 12 crore, the plan estimates.
